1. The Abidjan-Lagos Corridor Organization (ALCO) is a sub-regional organization established by the Heads of State of five West African countries (Côte d’Ivoire, Ghana, Togo, Benin and Nigeria) to provide cross-border response to the spread of HIV infection and facilitate the free movement of people and goods along the Abidjan-Lagos corridor.

2. ALCO obtained a new grant from the Global Fund over a period of three (03) years from 1stJanuary 2016 to 31st December 2018and intends to use part of this grant tomake payments undercontractsrelatingto the selection ofNGOS/Associations for the implementation of the activities of the Global Fund new funding mechanism.

3. ALCO Executive Secretariat in Cotonou, relaunches this request for expressions of interests to recruit sub-recipients, of key populations (SW, MSM, PLHIV) who were not selected in the following countries:
- NGO/Associations of SW: Ghana
- NGOS/Association of PLHIV: Ghana, Nigeria, Togo
- NGO/Association of MSM: Côte d’Ivoire, Ghana.

And then:

For Ghana: Three (3) NGO/Associations will be selected: 01 NGO/Associations of SW, 01NGO/Association of MSMand one NGO of PLHIV

For Nigeria and Togo: 01 NGOS/Association of PLHIV will be selected for each of the two (02) countries.

For Cote d’Ivoire: 01NGO/Association of MSMwill be selected.

4. The objectives of the mission assigned to the community sub-recipients of the project are to:

- Contribute toreduce by the year 2018, new HIV infections by 30% among truck drivers and other mobile populations (travelers, traders), SW, MSM, young girls and women as well as IDUs along the Abidjan-Lagos corridor;

- Contribute toreduce by the year 2018, stigma, discrimination and violence against key populations and women by 30% along the Abidjan-Lagos corridor.

The sub-recipients will work under the supervision of ALCO’s Executive Secretariat team, NACC, NACP and in collaboration with other HIV stakeholders in the five (05) countries.

The sites of the project interventions are those of theportion of the Abidjan-Lagos corridor (Côte d’Ivoire, Ghana, Togo, Beninand Nigeria).

5. TheExecutive Secretary of theAbidjan-Lagos Corridor Organization hereby invites eligible NGOs to express their interest in view of providing the services described above.

Consultants must provide information proving that they are qualified to perform these services (brochures, references for the implementation of similar contracts, experience in similar conditions, required knowledgeable staff). The information must be provided in two (02) copies includingone original copy. In case of disparity between the copies, the original will be deemed authentic.

Application includes the following documents:

a) A letter of expression of interest duly signed by the Executive Director/President of the NGO/Associations/Networks, to the Executive Secretary of ALCO. This letter must specify the area of intervention and the chosen target population as well as the full address of the NGO/Associations/Networks;

b) The filled and duly signed expression of interest form;

c) A proof of official registration with the Ministry of the Interior or the Prefecture or any other relevant document;

d) A copy of internal regulations and the Articles of association of the NGO/Associations/Network;

e) A copy of the NGO/Association/Network procedures manual;

f) Acopy of the last two annual activities reports for Associations/Networks and the last five years for NGOs;

g) A copy of the last annual financial report;

h) 2014 and 2015 action plans;

i) The copies of full performance certificates;

j) The curriculum vitae of key staff (Executive Director/President, Financial Manager, Program Officer, Monitoring and Evaluation Officer);

k) The Curricula vitae of community counselors and VCT counselors;

l) The list and organizational chart of both the staff and different structures of the NGO/Association/Network;

m) The listand contracts signedfor similar projects implemented in the recentfiveyears, with precision of the project duration and implementation period as well precision about the financial partner;

n) The minutes of the recent General Assembly;

o) The minutes of the recent Board of Directors meeting;

p) The recent two years external audit report.

6. The contract will be awarded to the consultant with the most relevant qualifications and experience for the implementation of the mission. On the basis of the budget available, the consultant will be invited to negotiate the contract.

7. Consultants interested in the mission are invited to pay attention to paragraph 1.9 of the World Bank guidelines: selection and hiring of consultants by the World Bank borrowers within the framework of IBRD Loans and IDA Credits and Grants, of July 2011(“Guidelines for Consultants”)which describes the World Bank policies on conflict of interest.

8. A consultant will be selected following the method ofQualification of Consultants(QC).
