1- The Abidjan Lagos Corridor Organization is funded by UNEP under the Small Scale Funding agreement (SSFA) to Develop Strategies for Reducing Particulate Matter (PM) and Black Carbon (BC) Emissions from Operations at the Tema Port, Ghana

2- UNEP received the fund from Climate and Clean air Coalition (CCAC) to implement this project at TEMA port

3- The overall objective of the project is to contribute of building ongoing efforts in Ghana to improve air quality and mitigate climate change, by supporting the reduction PM/BD emissions from related to the operations at Temaporti.e emissions from ships, harbor craft, cargo-handling equipment, trucks, trains, etc.

4- The services to be provided by the Consultant under this mission are :

  • Quantify the particulate matter and black carbon emissions from operations at the port of Tema as a baseline for migration action planning
  • (2) Support a setting up for a working group consisting of experts and port stakeholders to oversee the development of a Draft Action plan to reduce PM/BC emissions from port of Tema.
  • Draft an Action plan to reduce PM/BC emissions from port of Tema.
  • Organize a two (2) days multi-stakeholders workshop

5- Through this request for expression of interest, the Executive Secretariat of the Abidjan-Lagos Corridor Organization is inviting interested consultants to express their interest in providing the services described above. They must be individual consultants : with at least a Master Degree in Environmental science, environmental engineering, air pollution and / or climatology and / or atmospheric physics or related field at least 5 years’ experiencein the field of climate change and especially greenhouse gas inventory and greenhouse gas mitigation

6- The expected duration of the mission is a maximum of three (3) months (working days).

7- The ALCO Executive Secretary invite eligible individual consultant to express their interest for the work described above.

8- The selection criteria are below :

  • Have a minimum level of master’s degree in environmental science, environmental engineering, air pollution and / or climatology and / or atmospheric physics or related field ;
  • Have a professional experience of at least 5 years in the field of climate change and especially greenhouse gas inventory and greenhouse gas mitigation ;
  • Have knowledge updated on issues related to climate negotiations and the Kyoto Protocol and related mechanisms to the Convention ;
  • Have the ability to analyze data and information from various sources to the relevant recommendations ;
  • Good ability to write and communicate clearly with professionalism ;
  • Have a good knowledge, capacity building skills on climate change ;
  • Prior knowledge of Ghana and / or sub-region will be an advantage, particularly on environmental issues and / or linked to climate change.
  • Fluency in English language is required
  • Ability to understand the Akan language is required

9- The contract will be awarded to the consultant having qualifications and relevant experience for the execution of the mission.

10- Consultants will be selected in accordance with the procedures defined in the Guidelines : Selection and Employment of Consultants by World Bank Borrowers, May 2004

11- The planned commencement of the mission is maximum July 2016.

12- Interested consultants must submit their applicationincluding their detailed CV with detailed information of their referees.

They will also have to deliver via e-mail separately :

  • (i) a financial proposal properly signed, each pageinitiated, and
  • (ii) a technical proposal
